Human rights in Nigeria’s oil-producing communities: a primer

Graphic: The City Reporters

Nigeria’s oil and gas industry is concentrated in the Niger Delta, a region that includes parts of Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo and Rivers states. Community organizations and foundations have set up local human rights committees in oil-producing areas to document complaints and help residents seek redress.

Recurring issues

  • Environmental damage from oil spills and gas flaring, affecting farming and fishing.
  • Compensation and land disputes between communities, companies and government.
  • Security concerns related to militancy, pipeline vandalism and policing.

Institutions involved

Nigeria’s National Human Rights Commission receives complaints nationwide. The Niger Delta Development Commission (NDDC) funds regional development projects, and the National Oil Spill Detection and Response Agency (NOSDRA) oversees spill response. The Petroleum Industry Act of 2021 created host community development trusts intended to channel a share of oil company spending to local communities.

The Houston connection

Many energy companies headquartered or active in Houston have operated in Nigeria, and Houston is home to engineers and professionals who have worked in the Niger Delta. That makes developments in the region’s governance and environment a matter of interest locally.
